Responsibilities
1.Enterprise Architecture adoption, implementation and compliance
•Lead the development of the enterprise architecture roadmap, ensuring alignment with strategies, architecture standards, information security requirements and risk management policies.
•Support the assessment, design and implementation of global technology projects, ensuring consistency, effectiveness and sustainability from an enterprise architecture perspective.
•Evaluate new information technology projects and technologies, including their impact on systems, services and operating models.
•Maintain enterprise architecture standards, principles, documentation, the corporate knowledge repository and the service catalogue, in coordination with the Senior Enterprise Architect.
•Develop recommendations for the secure integration of new technology solutions within, supporting availability, integrity, continuity and auditability.
•Technology roadmaps and strategic technology partnerships
•Lead the development and coordination of technology roadmaps, with a focus on infrastructure, ensuring alignment with enterprise architecture and the Digital Transformation Strategy.
•Coordinate planning and implementation tracking of infrastructure-related initiatives across the Secretariat.
•Act as the coordination focal point for strategic technology framework agreements with key global technology providers, in coordination with the Senior Enterprise Architect and relevant business owners.
Digital/ITT surge support
•Coordinate and maintain the Digital/ITT surge roster, ensuring relevance, readiness and alignment with operational requirements.
•Support the development of surge profiles, competency frameworks, training requirements and deployment readiness in collaboration with Secretariat stakeholders and National Societies.
•Facilitate surge coordination mechanisms and contribute to standards, guidance, tools, documentation and lessons learned.
•Liaise with Secretariat surge teams, National Societies and external partners to strengthen Digital/ITT surge preparedness, visibility and continuous improvement across the Movement.
3.National Society Development support:
•Support the development of global framework agreements with technology suppliers for use by Membership, including operating modalities.
•Produce information material for and disseminates existence of global framework agreements to NSs and promotes their uptake within the Membership.
•Advise NSs on modalities such as onboarding procedures, processes to adopt technology covered by these global frameworks.
•Analyse challenges and best practices of NSs in the uptake of global frameworks, promotes improvements to framework agreements and modalities with the technology suppliers.
•Support development and evolution of technology blueprint(s) for the Membership, including technology and enterprise architecture standards, data architecture and common data standards.
4. Contribute to the building of an effective, high-quality, fit-for-purpose Digital Transformation Department
•Support the unit’s planning, budgeting and resourcing processes.
•Collaborate effectively with Secretariat’s Divisions’ and DTD colleagues to fulfil key responsibilities and to ensure the successful delivery of key deliverables to ensure the effective delivery of objectives pertaining to the IFRC DT strategy, Agenda for Renewal and Strategy2030.
Intern al
•Ensures effective communication and feedback flows with relevant stakeholders, creating a working environment with stakeholders that creates understanding and acceptance of decisions.
•Act as an expert on architecture, technology standards and technology framework agreements for Membership.
•Partner with other colleagues with digital-related roles across the Secretariat.
•Consult and advise stakeholders, including regional and divisional staff members; share expertise and knowledge freely as and where required. Provide training, documentation, etc., when required.
•Be accountable to the Manager Planning Unit on progress made and delivery, providing data for reporting from the department.
•Be a pro-active advisor and dynamic team member, supporting operational content areas and/or organizational and process change.
•Build and maintain relationships with key stakeholders including NSs, peer organizations, participate in communities of practice and professional associations. Develop networking and exchange initiatives in order to keep abreast of emerging trends and integrate good DT practices.
•Standards and operating procedures: Ensures ITIL. Quality standards are applied across all responsibility areas as relevant and performs duties in standard tools. Ensures availability and development of standard operating procedures and/or guidelines and required documentation is delivered and where relevant available into the Service Management Tool.
Requirements
• University degree in Engineering, Computer Science or a related field
• ITIL certification (or equivalent proven experience)
• A minimum of 5-7 years progressively responsible relevant professional experience.
• 5+ years of IT project management (including financial and performance tracking); experience developing and implementing annual plans;
• Experience deploying organisation-wide infrastructure (e.g. Cisco).
• Technical & architecture expertise: Broad technical/business understanding of enterprise architecture (SOA, cloud, big data); up-to-date, forward-looking technology knowledge; systems modelling, integration and optimisation; infrastructure design, deployment and operation.
• Leadership & strategic thinking: Strong leadership, strategic orientation and analytical skills; ability to drive results, set high standards and prioritise effectively.
• Communication & collaboration: Excellent communication, presentation and interpersonal skills; effective collaboration, influencing, networking and trust-building across stakeholders.
• People & delivery: Proven training/knowledge-transfer and supervisory skills; excellent planning and organising; proactive, creative problem-solving; comfortable in multicultural, multilingual, multidisciplinary settings; transparent, structured decision-making.
