The WHO Budapest Centre (the Centre), is a Headquarters office under the Business Operations Division. Within the Business Operations Division and the Human Resources Management Department, the Human Resources Policy and Administration of Justice unit (HPJ) is responsible for the development of WHO’s human resource management policies, providing legal advice in support of legally sound, fair and effective human resources management across all three levels of the Organization, particularly with respect to disciplinary matters, the Administration’s position and responses to requests for administrative review and appeals before the Global Board of Appeal. The unit is establishing the Organization’s Investigation and Disciplinary Measures (IDM) tracking tool, including oversight of all related inputs and reporting, providing guidance and coordinating IT support to the stakeholders.

The IDM, using the Caspio Platform, has been operational for more than one year and it supports cases processing that involves colleagues from HQ and five Regional Offices. The HPJ is looking for a Caspio Software Engineer who will contribute to this mission by developing, roll-out and improving a software.

Under the supervision of Jesco Baron von Puttkamer HR Specialist (Administrative law), the incumbent would support:
1. Analyze and document the requirements and function of the IDM application.
2. Design of the new Caspio objects that are impacted by the changes.
3. Define the application that should be used to track Project iteration/Issue progress.
4. Develop and test application changes using Caspio and respecting the application naming conventions.
5. Coordinate the application testing with internal resources for test plan, run and issue logs/review.
6. Prepare documentation for end-users.
7. Write technical documentation to describe program development, logic, coding changes.
8. Ensure knowledge transfer to WHO internal resources (System Administrator /developers).

Essential: Degree in computer science, software engineering, or a related field.
Desirable: Certification in Caspio.

Essential: At least 5 years of professional experience in software engineering, including 2 years of experience with Caspio.

3. Excellent communication and teamwork skills.

Essential: Excellent knowledge of English.
