The Office of the United Nations High Commissioner for Refugees (UNHCR) is mandated to lead and co-ordinate international action to protect refugees worldwide and find durable solutions for them. Established in 1950, its primary purpose is to safeguard the rights and well-being of refugees. Today nearly 17,000 personnel work in 132 countries helping and protecting millions of refugees, returnees, internally displaced and stateless people. Our Global Service Center in Budapest employs 500 people from different nationalities, in various administrative roles- Supply, IT, HR, Finance. Join us in our global HR role helping the people who are forced to flee.
We are currently looking for candidates to fill in Junior HR/Recruitment roles (at G5/6 level) on temporary basis (12 months, with possibility for extension). These temporary roles can create opportunities for longer term positions with the organization both in Budapest and abroad. Candidates who are not selected now may be contacted within the next 12 months, as opportunities arise.

The role:
The successful candidates will help us to recruit our diverse workforce around the globe. The Recruitment Assistant/ Associate will provide support to the Recruitment team and/or Risk and Oversight Teams, in activities such as:
– Assist the recruitment team in providing first line support to job applicants, candidates, and hiring managers.
– Assists with tasks that require data gathering, data compilation and elaboration of statistics.
– Assist in facilitating the processing of the vetting of different categories of candidates including testing.
– Draft correspondence and reports, as required, on general or specialized tasks which may be of a confidential nature within the assigned area of responsibility.
– Provide support in pre-screening and organizing the screening.
– Review the qualifications and establishing the salaries to be offered, drafting job offers
– Assist in reference and other verifications

Duration of TA contract:
– up to 364 days with possible extension.

Duties and Qualifications
Organizational Setting and Work Relationships

Senior Human Resources Assistant will function under direct supervision of the Administrative or Human Resources Officer, assisting him/her in personnel administration and other HR related matters, including the process of recruitment and appointment of staff, and in the performance management and welfare issues of staff under area of responsibility (AOR).

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity.

Duties

– Assist the recruitment team in providing first line support to job applicants, candidates, and hiring managers.
– Assists with tasks that require data gathering, data compilation and elaboration of statistics.
– Maintain and update trackers and database for Talent pool (including Group 2), JOs, TAs and the combine spreadsheets (including Data Source).
– Assist in merging data from spreadsheets to MSRP.
– Select and enter data from a wide variety of documents, verifying accuracy by checking sources, making necessary calculations and assuring inclusion of all relevant data.
– Draft correspondence and reports, as required, on general or specialized tasks which may be of a confidential nature within the assigned area of responsibility.
– Assist in facilitating the processing of the vetting of different categories of candidates including testing.

– Receive, read, register, and keep track of queries and correspondence on Recruitment and HR issues received from the Field Offices/Bureaux/divisions, seek guidance from relevant Unit/Section members and ensure feedback is given to correspondence received.
– Manage functional mailboxes.
– Provide assistance in job fair events by registering, preparing recruitment materials, ordering supplies and maintaining database.
– Provide support in pre-screening and organizing the screening.
– Assist with travel arrangements and budget request.
– Update and file documents related to the recruitment process.
– Perform other related duties as required.

Minimum Qualifications

Education & Professional Work Experience

Years of Experience / Degree Level

¿ For G5 – 2 years relevant experience with High School Diploma; or 1 years relevant work experience with Bachelor or equivalent or higher
NOTE: A completed and relevant minimum first level university degree (equivalent to BA or higher) shall count in full (100%) towards the required years of work experience. Priority will be given to eligible applicants meeting the full requirements.
Salary range: NET 431,375 HUF- NET 505,304 HUF

¿ For G6 – 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher.

Salary range: NET 508,652 HUF- NET 596,302 HUF

Renumeration
In case of appointment, a competitive compensation and benefits package is offered.

Pension system: Staff members holding granted a minimum of 6 months fixed-term/temporary appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).
Health insurance plan: locally recruited staff members in Budapest will be enrolled in the Medical Insurance Plan (MIP). The coverage is also optionally available for eligible family members.
